The competition is open to full-time post-secondary students (aged 25 or below as of 30 April 2010) from universities, colleges or vocational education institutions in Hong Kong. Participants must form teams of two or three, and members can be from the same or different schools or faculties. A participant cannot be a member of more than one team. Each team is allowed to submit only one proposal.
Post-graduate students, self-study students and students studying abroad are not eligible to participate in the competition.
